Water Sharing Plan

The annual plan of distribution of irrigation water drawn up by the department of the district / city or provincial government departments in charge of irrigation pursuant to its authority based on the annual plan of water supply irrigation water user farmer association proposal (P3A) and users of water for other purposes.

Plan of distribution of irrigation water set by regents / mayors or governors in accordance with the authority and or the organization of the authority delegated to pemenintah areas concerned, while the annual plan provision of irrigation water in the irrigation area of inter-provincial and national strategic yet assigned to pemenintah province or pemenintah district / the city prepared by the central level agency in charge of irrigation and agreed coordination forums irrigation commission or called by another name, and determined by the Minister in accordance with the right to water for irrigation tetah specified or irrigation needs required by the proposed farmers.

a. Provision of Irrigation Water
Provision of irrigation water plan prepared by the department of the district / city or provincial government departments in charge of irrigation in accordance with its authority based on the annual plan of irrigation water supply, the proposed water user farmer association (P3A) and users of water for other purposes. Provision of irrigation water plan should be approved by the commission irrigation district / city or province irrigation commission in accordance with its tasks under the coverage, (1) the need for irrigation water is needed; and, (2) an agreement with the water user farmer association (P3A).

There are several conditions that must be considered to implement the provision of irrigation water means to tertiary namely:
(1) If the conditions Iebih discharge greater than 70% discharge plan
Irrigation water and primary and secondary channels diatirkan continuously (continuous flow) to plots tertiary tertiary metalui tapping door. In the plot remains mengatir tersien water and rice terraces higher to lower tebih rice fields. If there kelebihari water, the water and the lowest rice fields will go into the exhaust duct.

(2) The condition of discharge of less than 70% up to 50% of the discharge plan
If the discharge conditions provided less than 70% up to 50% of the discharge plan, then the implementation of the provision of water to the plots tertiary done by rotation. Implementation of rotation can be set between secondary, eg an irrigation network has two (2) secondary that secondary A and secondary B, then for 3 (three) days of irrigation water supplied to the secondary A and 3 (three) days subsequent to the secondary B once every 3 (three) days of the change be undertaken until such time as debits returned to normal and the provision of water turns into continuous flow.

Rotation can also be done between tertiary, where the plots of tertiary already are numbered 1, 2, 3, and generally no more and 4 then, every three (3) days of the first water flowed into plots tertiary odd- and 3 (three) the next day flowed into plots tertiary even numbered.

(3) How the provision of intermittent water
How pembenian water intermittently is usually carried out when the irrigation networks have a source of water from the reservoir, or and irrigation system pumps, which for example, 1 (one) week in reservoir water flowed into the irrigation network and 1 (one) week later waduknya closed and so on so every week can be water and one week later the water can not. At the pump irrigation systems, as well as example 1 (one) day the pump is turned on and 1 (one) day and then not turned on.

b. Tata implement Planting and Distribution of Water
Tata plant has been prepared to be carried out in accordance with the time and amount / volume of water distribution-planned, despite the implementation is often found its water distribution plan is less than the volume of discharge due to the plan provided (dependable flow) misses 20%. Plus factor denudation of the catchment area (catchment area), then more frequent water shortages.

c. calibration
Menera calibration activities intended to discharge the truth comes out well from the door weir, buildings for primary and for secondary buildings. Calibration typically use tools and buoys current meter.

d. Monitoring and Evaluation
The operations associated with the distribution of irrigation water, in order to be fair and equitable sharing of the operations on the main network through the door tertiary activities must be carried out by officers / official of Irrigation Works (self-management).
